Prof Lee’s computing career spans more than five decades, covering mainly banking, government and tertiary education sectors in various countries. His intellectual and professional interests encompass a wide range of subjects in pure and applied Computing. Currently, he teaches, consults and publishes in the areas of Information Security Management; Computer Auditing and Ethical Computing; sits on several professional bodies and government committees and boards including the Advisory Board of the e-Center, Vienna, and editorial boards, in addition to being Principal of Wanbil & Associates and President of The Computer Ethics Society.

Mr. Lam holds a Master in Information Management & Systems (Monash University, Australia), BBA (Hons) in Information Systems (Lingnan University) plus a number of professional qualifications including CISSP and Certified Six Sigma Black Belt.

Dr Abraham Lam

Dr Abraham Lam is currently a director of MEGA Automation Ltd. (HK) and FUSQUARE Technology Ltd. (China). He acquired his PhD in 2015 from the Department of Computing, The Hong Kong Polytechnic University. His research interests include human-building interaction, human comfort, energy conservation and sustainability. He is a technopreneur and is keen on applying cutting-edge technologies to built environment. Besides iEthics, he serves a number of the incorporated management committee (IMC) of kindergartens, primary and secondary schools, and is the committee chair of the electronic communication of American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Hong Kong Chapter.

Prof Chan is currently a Professor, upon stepping down from a 6-year term (2002-08) of the headship, of the Dept of Computing and Acting Dean of Students, Hong Kong Polytechnic University which he joined in 1994. He is also Guest Professor of Graduate University, Chinese Academy of Sciences, China. Also, he is on the editorial board of five international journals and on the program committee of numerous conferences. Prior to joining the PolyU, Prof Chan was software analyst, IBM Canada. Prof Chan's research interests are in Data Mining, Bioinformatics and Software Engineering. Author and co-author of three books and over 200 journal papers and conference proceedings.

Prof George Baciu

George Baciu is currently a Professor in the Department of Computing and the founding director of the Graphics and Multimedia Applications (GAMA) Laboratory at the Hong Kong Polytechnic University where he leads the Big Data Visualization Analytics research programme. He has been a member of the Computer Graphics Laboratory and the Pattern Analysis and Machine Intelligence group at the University of Waterloo where he took degrees in Computer Science, Applied Mathematics and Systems Design Engineering, working on image and texture analysis, deformable objects and cloth modeling and simulation, 3D motion capture, tracking and location awareness, animation, collision detection, geometric modeling, user interfaces, and cognitive models for color and texture perception. He has authored and co-authored over 100 technical papers in international journals and conferences, two books, and a number of editorial proceedings, and chaired and co-chaired international conferences within ACM and IEEE of which he is a member.

Mr Man practises law in Hong Kong since 2004. He has substantial advocacy experience in various levels of courts, tribunals, boards and inquests. His interests include reading, travel and computing.

Mr Law is partner of Andrew Law & Franki Ho, since 2002. Before that, he was partner of Fong & Ng from 1999 to 2001. Prior to this, he practised law firms on commercial litigation for Philips China/Hong Kong, McDonald's China, and Inter-Continental Hotels Corporation.

Mr Law is qualified in Hong Kong, Australia and England. He took LLB (University of Buckingham), PCLL (University of Hong Kong), MBA, MA (Information Systems) and LLM (Chinese & Comparative Laws) (City University of Hong Kong).

Mr Law is Honorary Legal Advisor to The Hong Kong Computer Society and Chairman of Technology Committee of The Hong Kong Law Society. He was an Advisor (Internet & Information Security) to the Hon Samson Tam, Legislative Council Member representing the IT Functional Constituency; a non-executive director Asian Information Resources (Holdings) Ltd a Member of Advisory Committee on Code of Practice for Recognized Certification Authorities, Office of the Chief Information Officer of the Hong Kong Government; a Steering Committee member of the HK Computer Emergency Response Team; Assessor of The Medical Council of Hong Kong; and a Director of the Hong Kong Internet Registration Corporation Ltd and remains as a Consultative Advisor there. Also, he was a Queen's Commissioned Territorial Army Officer in The Royal Hong Kong Regiment (The Volunteers) and a graduate of The Royal Military Academy, Sandhurst.

He is author of the book "Technology for Law Offices". He is an active tutor serving the Hong Kong Academy of Law's Risk Management Education course since 1995 till date, playing a leading role on the "Technology & Cyber Risks for the Law Office" and related Practical Implementation modules.

Prof Jiannong Cao

Prof. Cao is currently a chair professor and head of the Department of Computing at Hong Kong Polytechnic University, Hung Hom, Hong Kong. He is also the director of the Internet and Mobile Computing Lab in the department. His research interests include parallel and distributed computing, wireless sensor networks, mobile and pervasive computing, covering protocols and algorithms, system platforms, and real-world applications in Internet of Things, mobile cloud and big data analytics. He has co-authored 4 books, co-edited 9 books, and published over 300 papers in major international journals and conference proceedings. He has directed and participated in numerous research and development projects and, obtained over HK$25 million grants from government funding agencies and industries including IBM, Microsoft, and Huawei. Prof. Cao has won numerous prizes and awards, and is very active in professional activities locally and internationally. He is a senior member of China Computer Federation, a senior member of IEEE, and a member of ACM. He is the Chair of the Technical Committee on Distributed Computing of IEEE Computer Society. Prof. Cao has served as an associate editor and a member of the editorial boards of many international journals and as a chair and member of organizing/program committees for many international conferences.

Dr F. T. Chan has worked in the University of Hong Kong for 35 years. He first worked at the Computer Centre for eleven years. He then joined HKU SPACE (the then Department of Extra-Mural Studies) in 1989. He is experienced in the development and management of part-time and full-time programmes, academic quality assurance, and research related to continuing education and technology-enhanced teaching and learning. Dr Chan has participated in many academic and professional accreditation activities. He is now a part-tine consultant of HKU SPACE working on the School’s new student information system and e-learning development projects.

Prof Johnson is the Anne Shirley Carter Olsson Professor of Applied Ethics, Department of Science, Technology, and Society, School of Engineering and Applied Science, University of Virginia. Her research and teaching combines STS and ethics. A philosopher by training, she writes and teaches about the ethical issues in and around science and engineering, especially those involving computers and information technology. Prof Johnson is the author/editor of six books. The most recently published books are the 4th edition of Computer Ethics (Prentice Hall/Pearson, 2009) and Technology & Society: Engineering our Sociotechnical Future, co-edited with Jameson Wetmore (The MIT Press, 2009).

Prof Jyh-An Lee

Prof. Jyh-An Lee currently serves as Deputy Director of the LLB programme at the Chinese University of Hong Kong. He holds a J.S.D. from Stanford Law School and an LL.M from Harvard Law School. Dr. Lee has published extensively in English and in Chinese on various aspects of intellectual property and Internet law. His research appears in leading academic journals, including Minnesota Journal of Law, Science & Technology. He is also the sole author of two books: Coding a Free Society: Open Source Strategies for Policymakers (VDM Verlag Müller Press, 2007) and Nonprofit Organizations and the Intellectual Commons (Edward Elgar, 2012). Prior to joining the Chinese University of Hong Kong, he taught at National Chengchi University and was an Associate Research Fellow in the Center for Information Technology Innovation at Academia Sinica in Taiwan. Dr. Lee is currently a member of the advisory board of the European Center for E-Commerce & Internet Law affiliated with the University of Vienna. In 2016, he was appointed a domain name dispute resolution panelist by the Asian Domain Name Dispute Resolution Centre (ADNDRC) and continues to serve in this capacity. Before starting his academic career, he was a practicing lawyer in Taiwan, specializing in technology and business transactions.

Mr Sunny W K Lee is currently Vice-President (Administration) of City University of Hong Kong, with overall responsibility for a portfolio of management functions at the University.

Mr Lee has more than 30 years of experience in business and technology management gained in both Hong Kong and overseas. He was Executive Director, Information Technology of The Hong Kong Jockey Club, where he served as member of Board of Management and had overall responsibility for Club’s IT strategy and innovation.

Prior to joining the Jockey Club, he served at the Hong Kong and China Gas Company Limited (Towngas) where he was an Executive Committee Member and held a number of key positions at the Company, including Chief Information Officer of the Group and Chief Executive Officer of two strategic diversification businesses, iCare.com Limited and Towngas Telecommunications Company Limited.

During the early 1990’s, Mr Lee was Vice President and Systems Director of the Bank of America in Hong Kong, where he played a key role in building up IT capabilities to support the Bank’s business expansion in Asia. He has also held key IT positions in the financial, management consulting and manufacturing industries in the USA.

Mr Lee takes time to serve in many high level governing and advisory committees in the academic, professional and community arena. He is a Past President of Hong Kong Computer Society, Board Director of The Hong Kong Applied Science and Technology Research Institute (ASTRI), Past Chairman of the Hong Kong Institute of IT Professional Certification, Chairman of Hong Kong Education City, Council Member of Hong Kong Management Association, Past Council Member of Vocational Training Council, Audit Committee Member of Hong Kong Housing Society, and an academic advisor to many universities in Hong Kong.

Mr Lee was a recipient of Hong Kong’s Ten Outstanding Young Digi Persons Award in 1999 (香港十大傑出数码青年), Asia CIO Award in 2002 and 2007, China Top CIO Award in 2007 (中国傑出CIO奖), 2009 Asian IT Influencer recognition, 2009 China Best Value CIO Award (中国最具价值CIO奖), and 2011 Hong Kong CIO Outstanding Achievement Award. He was appointed a Justice of the Peace in 2010 and was a torchbearer of the 2008 Beijing Olympics, representing Hong Kong’s IT achievers.

Mr Lee is a Distinguished Fellow of Hong Kong Computer Society and Fellow of Hong Kong Institute of Engineers. He holds a Bachelor’s Degree and Master’s Degree in Operations Research & Industrial Engineering, both from Cornell University in the USA.

Mr Michael Leung Kin Man

Michael Leung was appointed Chief Information & Operations Officer of China CITIC Bank International Limited in December 2013. In this capacity, he manages the Bank’s information technology and operations towards enhancing service quality and operational efficiency, and at the same time serves as a key member of the Bank's Management Committee looking after a wide range of functions.

Michael is a Fellow and President of the HK Computer Society, Vice Chair of the CIO Board, a Fellow of the HK Institute of Directors, an Exco Member of the HK Institute of Bankers, Chair of the IS Departmental Advisory Committee of CityU, Vice Chair of the HK Down Syndrome Association and head of its Finance Committee. Separately, Michael has chaired many QF accreditation panels for the HKCAAVQ in the past years.

Prof Li is Professor of Management Information Systems at National Chengchi University in Taiwan. He is also Professor Emeritus of MIS at the College of Business, California Polytechnic State University, USA. He was Professor and Dean of College of Informatics at Yuan Ze University in Taiwan, as well as Professor and the Coordinator of the MIS Program at Cal Poly, and Professor and Founding Director of the Graduate Institute of Information Management at National Chung Cheng University in Chia-Yi, Taiwan. He holds a PhD (1982) from Texas Tech University. His current research interests are in service science, entrepreneurship and technology management, electronic business, research methods, and information systems management. He is the editor-in-chief of several international journals.

Charles Mok, Legislative Councillor representing the Information Technology Functional Constituency, has been serving the Information Technology and Telecommunication industry for more than 20 years. He is the president of Professional Commons, Honorary President of Hong Kong Information Technology Federation and co-founder of Internet Society Hong Kong. Internationally, Charles served as Chairman of Asian, Australasian and Pacific Islands Regional At-Large Organization, Internet Corporation for Assigned Names and Numbers during 2011 and 2012.

Charles is active in public services, providing advisory service to public organizations including D21 Strategy Advisory Committee, Consumer Council, Office of the Communications Authority, Care for the Elderly Association Limited and Hong Kong Democratic Foundation Ltd.

Charles graduated from Purdue University in the United States with his Bachelors and Masters degrees of Science in Computer and Electrical Engineering.

Prof Kiyoshi Murata
Japan

Kiyoshi Murata is Director of Centre for Business Information Ethics and Professor of MIS at School of Commerce, Meiji University. His research interest is in e-business, information quality management, knowledge management and information ethics including privacy, surveillance, ICT professionalism and gender issues. He established the Centre for Business Information Ethics in April 2006, which is the only research institute to study information ethics in Japan. Kiyoshi has been International Research Associate at the Centre for Computing and Social Responsibility, De Montfort University since 2005 and serves as an editorial board member of Journal of Information, Communication and Ethics in Society.

Prof Simon Rogerson

Simon Rogerson is Professor Emeritus in Computer Ethics and former Director of the Centre for Computing and Social Responsibility at De Montfort University, UK. He is Editor of the Journal of Information, Communication & Ethics in Society, and was Chair and Vice President of the Institute for the Management of Information Systems.

Europe's first Professor in Computer Ethics, Prof Rogerson was named one of the world's top five experts in the field at the World Technology Awards 2003, holds the 2000 IFIP Namur Award for outstanding contribution to the creation of awareness of the social implications of information technology, and was awarded a Visiting Research Professorship in 2005 to the Centre for Applied Philosophy and Public Ethics at Charles Sturt University/ANU, Canberra. In 2005 he became the first non-American to be given the prestigious SICAS Making a Difference Award by the ACM.

Following a successful industrial career where he held managerial posts in the computer field, he now combines research, lecturing and consultancy in the management, organizational and ethical aspects of ICT. He conceived in 1995 and co-directed until 2013 the ETHICOMP conference series.

Prof Rogerson has advised the European Commission and the Russian Government on the implications of the information society. He was a leading member on the Measures of Success project for the e-Envoy and the Implementation of Electronic Voting project for the UK Government. He led the development of the Code of Good Practice for the British Computer Society and the Ethics Curriculum Map for the Royal Academy of Engineering. He has been a member of the Parliamentary IT Committee, Vice President and Council Member of the Institute for the Management of Information Systems, and an elected board member of the International Society for Ethics and Information Technology.

Dr Samson Tam, JP

Dr. Tam is Chairman of Group Sense (International) Ltd. He was an elected member of Legislative Council of Hong Kong (Information Technology, 2008-2012),and is now a member of the China Association for Science and Technology (CAST), Chairman of the Technology Development Committee of the FHKI, and a Board member of the Hong Kong Business Angel Network (HKBAN). He is also a Council Member of Open University of Hong Kong, and Trustee of the United College of the Chinese University of Hong Kong. He was awarded the "Young Industrialist Award of Hong Kong" in 1992, and named one of the "Ten Outstanding Young Persons" in 1997, in recognition of his business achievement and contribution to the local industrial sector. Dr Tam was awarded an Honorary Fellowship by HKUST in 2008, in recognition of his service and leadership in technology and the community. Dr Tam graduated with a BSc (Hons) from the Chinese University of Hong Kong in 1986, and later was awarded the degree of PhD from The HK PolyU.

Prof Weckert is Emeritus Professor at the Centre for Applied Philosophy and Public Ethics at Charles Sturt University. He was the founding editor-in-chief of the Springer journal NanoEthics: Ethics for Technologies that Converge at the Nanoscale. He is continuing to work on the ethics of technology, especially ICT and nanotechnology.

Dr CK Wong

Dr. Wong is the founder of the iASPEC Group. He obtained his Ph.D. degree in Mathematics, the University of California. Before his return to Asia, he served as the Principal Architect in a State of California government data centre. He received the Distinguished Services Award from the California Government in 1979. Dr. Wong returned to Mainland China in 1982 and has served as a consultant to state-operated organizations and has held senior positions in international IT companies in the Mainland and the Hong Kong SAR. Dr. Wong is a Distinguished Fellow of the Hong Kong Computer Society. He currently serves as members in the Advisory Committees of various faculties and departments of the Chinese University, the University of Hong Kong and the Vocational Training Council.

Dr Frederick Wong

Dr Wong is currently Managing Director, i.Link Group Ltd, investing in various sectors including financial printing for listed companies, consultancy works, and China Trade. Formerly, he held senior positions in Money Broker firms, was a VP, Chase Manhattan Bank; GM, Bankers Trust Co Taiwan, a number of listed companies in Hong Kong during the period of 1975-2003. Dr Wong is currently Member, National Committee of CPPCC (Cho Zhou City & Qinghai City), and is a Recipient of The World Outstanding Chinese Award and The Most Creative Chinese Entrepreneurs of Asia-Pacific Award.

Prof Dr Wolfgang Zankl

Wolfgang Zankl is a professor at the Department of Civil Law at the University of Vienna, former Dean of the Law School at the University of Liechtenstein and founder/head of the European center for e-commerce and Internet law (www.e-center.eu). He is an advisor to governments, national and international companies, consultant and author of 12 books and 200 other publications mainly covering e-commerce and IT-law (www.zankl.at). He has been teaching courses and given lectures amongst others in Hong Kong, Jerusalem, London, Singapore, Tokyo and Santiago de Chile and developed several law-related internet services (such as www.checkmycase.com).

He said, "IT-regulation often fails to meet public, economic and privacy requirements at the same time. Ethical approaches help to find the right balance. I therefore appreciate and support the mission of the Computer Ethics Society".
