Prof. Cao is currently a chair professor and head of the Department of Computing at Hong Kong Polytechnic University, Hung Hom, Hong Kong. He is also the director of the Internet and Mobile Computing Lab in the department. His research interests include parallel and distributed computing, wireless sensor networks, mobile and pervasive computing, covering protocols and algorithms, system platforms, and real-world applications in Internet of Things, mobile cloud and big data analytics. He has co-authored 4 books, co-edited 9 books, and published over 300 papers in major international journals and conference proceedings. He has directed and participated in numerous research and development projects and, obtained over HK$25 million grants from government funding agencies and industries including IBM, Microsoft, and Huawei. Prof. Cao has won numerous prizes and awards, and is very active in professional activities locally and internationally. He is a senior member of China Computer Federation, a senior member of IEEE, and a member of ACM. He is the Chair of the Technical Committee on Distributed Computing of IEEE Computer Society. Prof. Cao has served as an associate editor and a member of the editorial boards of many international journals and as a chair and member of organizing/program committees for many international conferences. |

Dr F. T. Chan has worked in the University of Hong Kong for 35 years. He first worked at the Computer Centre for eleven years. He then joined HKU SPACE (the then Department of Extra-Mural Studies) in 1989. He is experienced in the development and management of part-time and full-time programmes, academic quality assurance, and research related to continuing education and technology-enhanced teaching and learning. Dr Chan has participated in many academic and professional accreditation activities. Prof Jyh-An Lee
JSD (Stanford), LLM (Harvard), MBA, LLB (NTU) Hong Kong
Prof. Jyh-An Lee currently serves as Deputy Director of the LLB programme at the Chinese University of Hong Kong. He holds a J.S.D. from Stanford Law School and an LL.M from Harvard Law School. Dr. Lee has published extensively in English and in Chinese on various aspects of intellectual property and Internet law. His research appears in leading academic journals, including Minnesota Journal of Law, Science & Technology. He is also the sole author of two books: Coding a Free Society: Open Source Strategies for Policymakers (VDM Verlag Müller Press, 2007) and Nonprofit Organizations and the Intellectual Commons (Edward Elgar, 2012). Prior to joining the Chinese University of Hong Kong, he taught at National Chengchi University and was an Associate Research Fellow in the Center for Information Technology Innovation at Academia Sinica in Taiwan. Dr. Lee is currently a member of the advisory board of the European Center for E-Commerce & Internet Law affiliated with the University of Vienna. In 2016, he was appointed a domain name dispute resolution panelist by the Asian Domain Name Dispute Resolution Centre (ADNDRC) and continues to serve in this capacity. Before starting his academic career, he was a practicing lawyer in Taiwan, specializing in technology and business transactions.

Mr Sunny Lee, JP BSc, MEng, HKCS Distinguished Fellow Hong Kong
Mr Sunny W K Lee is currently Vice-President (Administration) of City University of Hong Kong, with overall responsibility for a portfolio of management functions at the University.
Mr Lee has more than 30 years of experience in business and technology management gained in both Hong Kong and overseas. He was Executive Director, Information Technology of The Hong Kong Jockey Club, where he served as member of Board of Management and had overall responsibility for Club’s IT strategy and innovation.
Prior to joining the Jockey Club, he served at the Hong Kong and China Gas Company Limited (Towngas) where he was an Executive Committee Member and held a number of key positions at the Company, including Chief Information Officer of the Group and Chief Executive Officer of two strategic diversification businesses, iCare.com Limited and Towngas Telecommunications Company Limited.
During the early 1990’s, Mr Lee was Vice President and Systems Director of the Bank of America in Hong Kong, where he played a key role in building up IT capabilities to support the Bank’s business expansion in Asia. He has also held key IT positions in the financial, management consulting and manufacturing industries in the USA.
Mr Lee takes time to serve in many high level governing and advisory committees in the academic, professional and community arena. He is a Past President of Hong Kong Computer Society, Board Director of The Hong Kong Applied Science and Technology Research Institute (ASTRI), Past Chairman of the Hong Kong Institute of IT Professional Certification, Chairman of Hong Kong Education City, Council Member of Hong Kong Management Association, Past Council Member of Vocational Training Council, Audit Committee Member of Hong Kong Housing Society, and an academic advisor to many universities in Hong Kong.
Mr Lee was a recipient of Hong Kong’s Ten Outstanding Young Digi Persons Award in 1999 (香港十大傑出数码青年), Asia CIO Award in 2002 and 2007, China Top CIO Award in 2007 (中国傑出CIO奖), 2009 Asian IT Influencer recognition, 2009 China Best Value CIO Award (中国最具价值CIO奖), and 2011 Hong Kong CIO Outstanding Achievement Award. He was appointed a Justice of the Peace in 2010 and was a torchbearer of the 2008 Beijing Olympics, representing Hong Kong’s IT achievers.
Mr Lee is a Distinguished Fellow of Hong Kong Computer Society and Fellow of Hong Kong Institute of Engineers. He holds a Bachelor’s Degree and Master’s Degree in Operations Research & Industrial Engineering, both from Cornell University in the USA. |

Michael Leung was appointed Chief Information & Operations Officer of China CITIC Bank International Limited in December 2013. In this capacity, he manages the Bank’s information technology and operations towards enhancing service quality and operational efficiency, and at the same time serves as a key member of the Bank's Management Committee looking after a wide range of functions.
Michael is a Fellow and President of the HK Computer Society, Vice Chair of the CIO Board, a Fellow of the HK Institute of Directors, an Exco Member of the HK Institute of Bankers, Chair of the IS Departmental Advisory Committee of CityU, Vice Chair of the HK Down Syndrome Association and head of its Finance Committee. Prof Li is Professor of Management Information Systems at National Chengchi University in Taiwan. He is also Professor Emeritus of MIS at the College of Business, California Polytechnic State University, USA. He was Professor and Dean of College of Informatics at Yuan Ze University in Taiwan, as well as Professor and the Coordinator of the MIS Program at Cal Poly, and Professor and Founding Director of the Graduate Institute of Information Management at National Chung Cheng University in Chia-Yi, Taiwan. He holds a PhD (1982) from Texas Tech University. His current research interests are in service science, entrepreneurship and technology management, electronic business, research methods, and information systems management. He is the editor-in-chief of several international journals. |

Charles Mok, Legislative Councillor representing the Information Technology Functional Constituency, has been serving the Information Technology and Telecommunication industry for more than 20 years. He is the president of Professional Commons, Honorary President of Hong Kong Information Technology Federation and co-founder of Internet Society Hong Kong. Internationally, Charles served as Chairman of Asian, Australasian and Pacific Islands Regional At-Large Organization, Internet Corporation for Assigned Names and Numbers during 2011 and 2012.
Charles is active in public services, providing advisory service to public organizations including D21 Strategy Advisory Committee, Consumer Council, Office of the Communications Authority, Care for the Elderly Association Limited and Hong Kong Democratic Foundation Ltd.
Charles graduated from Purdue University in the United States with his Bachelors and Masters degrees of Science in Computer and Electrical Engineering.

Kiyoshi Murata is Director of Centre for Business Information Ethics and Professor of MIS at School of Commerce, Meiji University. His research interest is in e-business, information quality management, knowledge management and information ethics including privacy, surveillance, ICT professionalism and gender issues. He established the Centre for Business Information Ethics in April 2006, which is the only research institute to study information ethics in Japan. Simon Rogerson is Professor Emeritus in Computer Ethics and former Director of the Centre for Computing and Social Responsibility at De Montfort University, UK. He is Editor of the Journal of Information, Communication & Ethics in Society, and was Chair and Vice President of the Institute for the Management of Information Systems.
Europe's first Professor in Computer Ethics, Prof Rogerson was named one of the world's top five experts in the field at the World Technology Awards 2003, holds the 2000 IFIP Namur Award for outstanding contribution to the creation of awareness of the social implications of information technology, and was awarded a Visiting Research Professorship in 2005 to the Centre for Applied Philosophy and Public Ethics at Charles Sturt University/ANU, Canberra. In 2005 he became the first non-American to be given the prestigious SICAS Making a Difference Award by the ACM.
Following a successful industrial career where he held managerial posts in the computer field, he now combines research, lecturing and consultancy in the management, organizational and ethical aspects of ICT. He conceived in 1995 and co-directed until 2013 the ETHICOMP conference series.
Prof Rogerson has advised the European Commission and the Russian Government on the implications of the information society. He was a leading member on the Measures of Success project for the e-Envoy and the Implementation of Electronic Voting project for the UK Government. He led the development of the Code of Good Practice for the British Computer Society and the Ethics Curriculum Map for the Royal Academy of Engineering. He has been a member of the Parliamentary IT Committee, Vice President and Council Member of the Institute for the Management of Information Systems, and an elected board member of the International Society for Ethics and Information Technology. |

Dr. Tam is Chairman of Group Sense (International) Ltd. He was an elected member of Legislative Council of Hong Kong (Information Technology, 2008-2012),and is now a member of the China Association for Science and Technology (CAST), Chairman of the Technology Development Committee of the FHKI, and a Board member of the Hong Kong Business Angel Network (HKBAN). He is also a Council Member of Open University of Hong Kong, and Trustee of the United College of the Chinese University of Hong Kong. He was awarded the "Young Industrialist Award of Hong Kong" in 1992, and named one of the "Ten Outstanding Young Persons" in 1997, in recognition of his business achievement and contribution to the local industrial sector. Dr Tam was awarded an Honorary Fellowship by HKUST in 2008, in recognition of his service and leadership in technology and the community. Dr. Wong returned to Mainland China in 1982 and has served as a consultant to state-operated organizations and has held senior positions in international IT companies in the Mainland and the Hong Kong SAR. Dr. Wong is a Distinguished Fellow of the Hong Kong Computer Society. He currently serves as members in the Advisory Committees of various faculties and departments of the Chinese University, the University of Hong Kong and the Vocational Training Council. |

Wolfgang Zankl is a professor at the Department of Civil Law at the University of Vienna, former Dean of the Law School at the University of Liechtenstein and founder/head of the European center for e-commerce and Internet law ( www.e-center.eu). He is an advisor to governments, national and international companies, consultant and author of 12 books and 200 other publications mainly covering e-commerce and IT-law ( www.zankl.at). He has been teaching courses and given lectures amongst others in Hong Kong, Jerusalem, London, Singapore, Tokyo and Santiago de Chile and developed several law-related internet services (such as www.checkmycase.com). He said, "IT-regulation often fails to meet public, economic and privacy requirements at the same time. Ethical approaches help to find the right balance.
